Position Description
Oversee and manage the university's procurement and bidding operations, ensuring that the procurement process lawful, compliant, cost-effective and efficient, and providing support for the school teaching, research, administration, and logistics.
Duties and Responsibilities
1. Review, revise, and standardize the university’s procurement policies, systems, and operational workflows to achieve and maintain full alignment with government regulations.
2. Review procurement needs and budgets, determine procurement methods, and manage the end-to-end process for both bidding and non-bidding projects.
3. Lead contract negotiations, signing, and performance supervision for major projects; establish and maintain a supplier database with evaluation and dynamic management.
4. Manage the procurement team by assigning tasks, organizing professional training, and promoting integrity awareness to enhance team performance.
5. Develop internal control and risk early-warning mechanisms, and address inquiries and complaints during procurement processes.
6. Drive the development and optimization of the procurement information system to enable full-process digital management and data utilization.
7. Coordinate with internal departments and external agencies to ensure smooth procurement operations.
Required Job Competencies
· Bachelor’s degree or above in Procurement, Law, Finance, Economics, Management, or related fields. Fluent in Chinese and English.
· Relevant experience in project procurement management, including 3+ years in a managerial role. Familiarity with national procurement regulations is required; experience in universities, public institutions, or large SOEs is preferred.
· Proficiency in end-to-end procurement processes, strong commercial negotiation skills, knowledge of finance and contract law, and competence in data analysis and information systems.
· Excellent leadership, communication, and negotiation abilities; strong risk awareness, integrity, service orientation, and ability to work under pressure.
· Professional certifications such as Certified Procurement Professional or Supply Chain Management Specialist are preferred.
